Pearland's 14% Water Rate Hike: Insights by Real Estate Expert Danny Frank

In the vibrant community of Pearland, there has been a recent buzz surrounding the potential 14% water rate increase for the fiscal year 2023-2024. As a leading voice in the Pearland real estate realm, I find it essential to keep my community informed, helping them understand the context, concerns, and potential benefits of such decisions.


Understanding the Bigger Picture

According to a recent article by Rachel Leland on Community Impact (https://communityimpact.com), as Pearland's city officials lay out the budget for the fiscal year 2023-24, water and sewer capital improvement projects stand out prominently. The city has projected a debt assurance of nearly $117.38 million, specifically earmarked for water and sewage projects.


Such vast financial commitments don't come without implications. It's the water system user and impact fees that shoulder the city's debt payments, which, as Budget Officer Rachel Winslow explained, play a crucial role in determining the water rates.

Concerns from Pearland's Governance

Council Member Rushi Patel voiced a noteworthy concern during the City Council meeting held on Aug. 28. He articulated a sentiment shared by many Pearland residents: How do we get the message across to users? All they see is the 14% increase.


It's an understandable apprehension, especially considering substantial projects like the $230 million overhaul and enlargement of the Barry Rose Water Reclamation Facility. This pivotal undertaking is set to revamp the half-century-old water plant's infrastructure, with an expected completion in early 2024.


Why Some Officials are Rooting for the Increase

On the other side of the debate, figures like Mayor Kevin Cole emphasize the necessity of the increase. As the Pearland real estate expert, I recognize the importance of maintaining and updating infrastructure. Cole highlighted how much of Pearland's water infrastructure requires either extensive repair or total replacement. Such endeavors inevitably carry significant price tags.


Mayor Cole aptly pointed out the Longwood Water Reclamation Facility's condition, a near 60-year-old entity. Its inefficiency, coupled with its location in the floodway, spells potential disaster. As Cole mentioned, every time it floods, that plant goes underwater.

Council Member Jeffrey Barry brings another perspective to the table, stating that investments in our city's water infrastructure would counteract the need for strict watering schedules during periods of drought. With Pearland enforcing such a schedule as recently as Aug. 29, Barry's point holds water.


Additionally, City Manager Trent Epperson touched on the strategic advantage of the $175 million Surface Water Treatment Plant. This initiative could allow Pearland to be more self-reliant, reducing its current dependency on external sources like the 6 million gallons of water sourced daily from Houston.


Moving Forward

The city has slated the first reading of its budget and tax rate for Sept. 11, with a subsequent reading planned for Sept. 25.
